CHAIRMAN'S AUTUMN / WINTER MESSAGE 2009/10

Hello Everyone 

The National Memorial Arboretum (NMA) is doing very well and I thought it was time that I gave an update on this special site located at Alrewas in the National Forest between Burton upon Trent and Lichfield.  

Many BTPF branches and individual members donated money to purchase a BTPF tree and a seat and you may recall that our President, Maurice Holmes, at separate moving ceremonies, dedicated both to our BTPF members for their part in creating a magnificent 20th century railway industry.

Since those memorable BTPF occasions the Arboretum has been taken over by the British Legion and rapid expansion has followed.  Among the new memorials is the ARMED FORCES MEMORIAL.  This was dedicated by the Queen in October 2007, a truly stunning piece of architecture designed by Liam O’Connor, built on a six metre high earth mound that is 100 metres wide at the base and 50 metres wide at the top.  Placed on top of the mound is a 43 metre diameter stone structure.

To date this structure has 16,000 names engraved on the stone; this marks the number of our armed forces who have been killed in conflicts since the end of World War 2.  The list of names is growing each week and a chilling thought will run down your spine when you realise that the stone has sufficient space to engrave more than double the current number of names.

I can recommend that all BTPF branches, when planning their 2010 activities, give consideration to a day out at this great national facility.  You will need suitable clothing for outdoor walking, for those with physical difficulties on-site transport is available.  A good resting place is the BTPF seat.  Just enjoy it with pride.  Click here to view the National Memorial Arboretum's website, where you will find full details, including links to details of local Bus services to/from the Arboretum.

Railway Pension increase 2010 - will we get one?  Watch this website in the coming months.  The legislation which sets out each year’s railway pension increase figure is usually published in March in a Statutory Instrument under the provisions of the Pensions Increase Act, 1971.  Traditionally it has been the inflation figure as at the previous September that is the annual increase applied to pensions in the following year.

The RPI at August 2009 was minus 1.3%. Whilst the impact on pensions will not be known until the Statutory Instrument is issued in March 2010, unless the Government decide to issue it earlier, a negative figure possibly means no increase in 2010.  Railway pension rules provide protection that a pension in payment cannot be reduced.  You will recall that the Government has already announced that the state pension will increase by 2.5% from April 2010.

The recession is far from over - We may have reached the bottom and we have certainly witnessed a rise in the world stock markets, however uncertain times remain within the world of pension funds.  For example at the end of June 2009 the funding level of the 1994 pensioners’ section had dropped from 99% as at December 2007 to approx 72%, although that has probably improved in recent weeks.  Including the Special Reserve Fund (SRF) the funding level is approx 87%.  Liabilities remain close to £4.4bn with assets of £3.3bn (excluding the SRF).  Asset levels in the British Rail Superannuation Fund (BRSF) had also decreased compared with December 2007 and December 2008.  The reasons behind the reduced funding level will be well known and were to a large part because of the ‘credit crunch’ of 2008.  It is important to remember that pensions are guaranteed in these two sections.

BTPF Recruitment

Can I make a personal appeal to you all to join the BTPF?

Please can all current members introduce their spouse / partner / friend to join as a member? After all they may well receive a rail pension as a dependant in future years. 

Do you know of someone who has recently retired or is about to retire from the transport industry? If you recruit just one or two people it would greatly help to maintain a membership of 20,000 plus and play a significant part in strengthening the BTPF position with retaining our very own representative on the Trustee Board of the Railway Pension Scheme.

Membership is open to all retired / preserved pensioners and also to active transport industry employees aged 55 years or over

BTPF is affiliated to the National Pensioners' Convention (NPC) at national / regional levels. This is the only pensioners' group that lobbies Government on behalf of pensioners on all benefits - for example: free local bus passes nationwide.
